Announcement on international competition of urban design and architectural conceptual design for Xiamen Wuyuan Sports Park

廈門路橋建設(shè)集團(tuán)有限公司受兩岸區(qū)域性金融中心片區(qū)指揮部、廈門市自然資源和規(guī)劃局、湖里區(qū)人民政府聯(lián)合委托，面向全球開展《廈門市五緣體育公園城市設(shè)計(jì)及建筑概念性方案》國際征集競(jìng)賽活動(dòng)（以下簡(jiǎn)稱“本次征集活動(dòng)”）。現(xiàn)將相關(guān)事項(xiàng)預(yù)公告如下：

Jointly commissioned by Cross-Strait Regional Financial Centre Area Headquarters , Xiamen Municipal Natural Resources and Planning Bureau and Huli District Government , Xiamen Road & Bridge Construction Group launches this solicitation for international competition of urban design and architectural conceptual design for Xiamen Wuyuan Sports Park (Hereafer referred to as the solicitation).Matters related  are announced as follows :

一、項(xiàng)目概況

I  Project Overview

五緣體育公園項(xiàng)目位于湖里區(qū)五緣灣片區(qū)（穆厝南路和五緣灣道以南，仙岳路以北，東鄰規(guī)劃路），規(guī)劃用地面積60.4公頃，定位為打造集品牌賽事、休閑健身、文化娛樂、商貿(mào)服務(wù)、互動(dòng)體驗(yàn)于一體的利用高效、功能齊全、國際領(lǐng)先的一流體育綜合體，擬借鑒國內(nèi)外優(yōu)秀設(shè)計(jì)理念和成功經(jīng)驗(yàn)，從國際視角高起點(diǎn)規(guī)劃、高標(biāo)準(zhǔn)建設(shè)。

     Located in the Wuyuan Bay area of Huli District ( in the south of Mucu South Road and Wuyuan Bay boulevard, north of Xianyue Road and Guihua Road to its near east ), with a planned area of 60.4 hectares, Wuyuan Sports Park is positioned to be a first-class sports complex, an international level facility of efficiency and functions for renowned sports events and activities of leisure, fitness, culture, entertainment, commerce, trade with interactive experiences. The best design concept and the best international practice will be adopted to meet the high requirement of its planning and construction.

二、編制要求

II  Requirement for Scheme Design                                 

本次征集活動(dòng)分為方案編制和后期深化兩階段。

The solicitation has 2 phases : Scheme Development and Detailing .

（一）方案編制階段

 1. Scheme Development

方案編制階段的工作主要包括五緣體育公園城市設(shè)計(jì)及根據(jù)城市設(shè)計(jì)方案確定的廈門國際網(wǎng)球中心、湖里體育館、湖里文體活動(dòng)中心主體建筑概念性方案設(shè)計(jì)。

Scheme development includes the urban design for Wuyuan Sports Park and the follow-up conceptual design for Xiamen International Tennis Center ，Huli Gymnasium and Huli Center of Cultural and Sports Activity.

（二）后期深化階段

 2. Detailing

方案深化單位吸取各方案優(yōu)點(diǎn)，同時(shí)按照市政府、指揮部、專家評(píng)審等各方意見深化細(xì)化整合為一版具有整體性和獨(dú)創(chuàng)性的設(shè)計(jì)方案，移交業(yè)主單位指導(dǎo)規(guī)劃實(shí)施。

The detailing should absorb merits of other schemes and integrate opinions from the municipality, the area headquarters and the jury before working out a holistic and original deliverable for the owners to guide planning and execution.

三、規(guī)劃范圍

 III Planning Scope

1、城市設(shè)計(jì)范圍：東穆厝南路和五緣灣道以南，仙岳路以北，東鄰金邊路，西鄰鐘宅西三路，規(guī)劃用地面積60.4公頃。（詳見附圖1）

1.Scope for Urban Design

The planned plot of 60.4 hectares is in the south of Dongmucu South road and Wuyan Bay boulevard and the north of Xianyue Road ,with Jinbian Road next to its east and the 3^rd Zhongzhai West road on its west . (see figure 1)

2、建筑概念性方案設(shè)計(jì)范圍：設(shè)計(jì)方根據(jù)城市設(shè)計(jì)方案確定的廈門國際網(wǎng)球中心、湖里體育館、湖里文體活動(dòng)中心主體建筑范圍。其中，廈門國際網(wǎng)球中心建筑單體,包括1個(gè)網(wǎng)球主館（15000座）、1個(gè)副館（5000座）、 2片室內(nèi)網(wǎng)球場(chǎng)（2片各2000座）;湖里體育館，設(shè)置坐席8000座（包括固定坐席和活動(dòng)坐席），體育館副館兼具國家羽毛球館訓(xùn)練基地；湖里文體活動(dòng)中心，包含湖里區(qū)文化館、湖里區(qū)青少年宮，建筑面積約13000平方米。

2. Scope for Architectural Conceptual Design 

The scope defined by the urban design includes the main structures of Xiamen International Tennis Center, Huli Gymnasium and Huli Center of Cultural and Sports Activity. Specifically, the single building of Xiamen International Tennis Center has 1 main venue of 15,000 seats and an ancillary venue of 5000 seats and 2 indoor courts of 2000 seats each; Huli Gymnasium has 8000 seats (fixed and movable) and an ancillary venue which is also the national badminton training base; Huli Center of Cultural and Sports Activity has Huli Culture Center and Huli Youth Palace with a total construction area of 13,000 square meters.

四、應(yīng)征要求

IV Application requirement

本次征集活動(dòng)采用公開報(bào)名的方式，境內(nèi)外合法注冊(cè)且有與本項(xiàng)目類似的相關(guān)設(shè)計(jì)經(jīng)驗(yàn)的機(jī)構(gòu)均可報(bào)名參加。本次國際征集不設(shè)資質(zhì)要求，境內(nèi)外設(shè)計(jì)機(jī)構(gòu)均可報(bào)名參加，允許聯(lián)合體報(bào)名，聯(lián)合體成員數(shù)量不超過3家。不接受個(gè)人及個(gè)人組合的報(bào)名。聯(lián)合體各方不得再單獨(dú)以自己名義，或者與另外的設(shè)計(jì)機(jī)構(gòu)組成聯(lián)合體參加本次國際征集。

This solicitation, without qualification requirement, opens to domestic and overseas applicants who are legally registered and have similar experiences. Consortium are accepted but each one shall not have more than 3 members. Applications by individuals or groups of individuals will not be accepted. Members of the consortium can not apply separately on its own or form another consortium with other applicants.

（一） 境內(nèi)外設(shè)計(jì)機(jī)構(gòu)必須具有經(jīng)合法注冊(cè)并在有效期內(nèi)的營(yíng)業(yè)執(zhí)照，且必須具有獨(dú)立企業(yè)法人資格。法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人，母公司、全資子公司及其控股公司，不得同時(shí)報(bào)名參賽。

A domestic applicant must have a valid legally registered business license and must have independent status of enterprise as a legal person. Applicants having 2 or more than 2 legal persons and sharing a common one, whether it is a parent company, wholly owned subsidiary or share- controlling company, can not apply at the same time .

考慮到新冠疫情對(duì)國際航班等的影響，境外設(shè)計(jì)機(jī)構(gòu)（在中國境內(nèi)無分支機(jī)構(gòu)）必須與境內(nèi)設(shè)計(jì)機(jī)構(gòu)組成聯(lián)合體參加本次國際征集。

Considering the pandemic impact on international flights, overseas applicants without branches inside China must form a consortium with domestic counterparts to participate.

具有以下同類項(xiàng)目經(jīng)驗(yàn)的設(shè)計(jì)機(jī)構(gòu)優(yōu)先考慮:

（1）具有城市綜合體、體育公園的城市設(shè)計(jì)綜合研究能力與實(shí)踐經(jīng)驗(yàn)；

（2）具有豐富的體育場(chǎng)館特別是網(wǎng)球賽事中心等建筑方案設(shè)計(jì)經(jīng)驗(yàn)。

Applicants with the following expertise are preferred:

(1)      comprehensive research capability and practical experience in urban design.

(2)      design experience in sports venues especially tennis facilities .

五、費(fèi)用設(shè)置  

V Honoraria

本次征集活動(dòng)分為方案編制和后期深化兩階段。通過對(duì)報(bào)名的應(yīng)征機(jī)構(gòu)進(jìn)行資格預(yù)審和概念提案評(píng)審，擇優(yōu)選取6家入圍機(jī)構(gòu)獲得參與方案編制階段的資格。入圍應(yīng)征機(jī)構(gòu)按照《征集文件》要求遞交最終設(shè)計(jì)成果后，經(jīng)評(píng)審后確定方案排名，獲得相應(yīng)設(shè)計(jì)費(fèi)用：

This solicitation has two phases, namely "scheme development " and "detailing". Six applicants will be selected to participate in the scheme development through pre-qualification and conceptual design review. After the shortlisted submit their final scheme development in accordance with the requirements of the Solicitation Document, the jury committee will review and determine the ranking and award the corresponding design.

設(shè)計(jì)機(jī)構(gòu)在規(guī)定時(shí)間內(nèi)提交有效應(yīng)征文件，且滿足本征集文件要求，由評(píng)審委員會(huì)按程序?qū)?家機(jī)構(gòu)提交的方案設(shè)計(jì)成果進(jìn)行評(píng)審，上報(bào)市政府研究確定排名后，設(shè)計(jì)機(jī)構(gòu)將獲得如下征集獎(jiǎng)金（含稅）：

The participants shall submit application documents as required before the deadline. The jury will review the deliverables of the 6 shortlisted applicants and report to the city government to decide the ranking. The following amount of honoraria (tax inclusive) will be awarded correspondingly.

一等獎(jiǎng)（1名）：人民幣200萬元；

二等獎(jiǎng)（1名）：人民幣160萬元；

三等獎(jiǎng)（1名）：人民幣120萬元；

成果認(rèn)定有效的其他設(shè)計(jì)單位：各獲得補(bǔ)償金人民幣80萬元。

First Prize: RMB 2million;

Second Prize: RMB 1.6million；

Third Prize: RMB 1.2million ；

RMB 0.8 million is rewarded to other applicants with valid submissions.

獲得一等獎(jiǎng)的應(yīng)征機(jī)構(gòu)負(fù)責(zé)后期深化階段工作，具體事宜根據(jù)后續(xù)工作的安排進(jìn)行協(xié)商，后期深化階段金額為人民幣100萬元。以上費(fèi)用均包含稅費(fèi)。

The first prize winner will work on the detailing, the matter of which will be negotiated according to the later arrangement. The detailing fee is RMB 1million with tax included.

六、時(shí)間計(jì)劃

VI schedule

擬計(jì)劃于2020年12月下旬確定入圍應(yīng)征機(jī)構(gòu)、2021年1月上旬組織現(xiàn)場(chǎng)踏勘及召開項(xiàng)目發(fā)布會(huì)，屆時(shí)需應(yīng)征機(jī)構(gòu)主創(chuàng)設(shè)計(jì)師及其團(tuán)隊(duì)參會(huì)。方案編制階段設(shè)計(jì)周期自發(fā)布會(huì)起約為2.5個(gè)月。

 The planned determination of shortlisted applicants is by the end of December of 2020, and the site survey and the project release will be in the beginning of January of 2021. The chief designers and other team members are required to attend the release meeting. The duration of the scheme development is about 2.5 months starting from the release meeting.
